General Project Manager - Energy Plant & Site Development
We are looking for an experienced and pragmatic project leader to take on a key role in the development of the NorthStarH2 project, a major new energy initiative currently under development in northern Sweden. While the initial focus of the role will be the development of a large-scale energy plant and its associated site and infrastructure, the position is broader in scope. The role will contribute to strengthening Uniper's project capabilities and support the development and execution of complex initiatives within the wider project organization. This is a unique opportunity to join at an early stage and help shape both the project strategy and the development of the site from early phase through realization. The role combines strategic leadership with a strong operational presence and will evolve as the project progresses from development into full execution.

Your responsibilities
As one of the first key hires supporting the development of the NorthStarH2 project, a major multi-phase energy initiative, you will play a central role in shaping both the project execution strategy and the site development from early phase through realization.
You will have overall responsibility for driving the project across technical, commercial, schedule and cost dimensions, while also contributing to the broader development of project structures and ways of working within the organization.
The role requires a leader who is comfortable operating both at a strategic level and close to the day-to-day realities of project execution. As the project progresses, the role will increasingly involve on-site leadership and close collaboration with contractors, partners and local stakeholders.
Project leadership and governance
- Overall accountability for project delivery across scope, time, cost, quality and HSSE.
- Act as the overall project lead with clear mandate and decision authority within the project framework.
- Establish and lead the project organization and secure required internal and external resources.
- Apply Uniper’s project management excellence framework and quality management systems.
- Drive risk management and mitigation strategies across all project phases.
- Lead communication and reporting towards steering committees, senior management and key stakeholders.
- Approve and manage changes impacting scope, schedule or budget.
- Foster a strong safety culture and lead diverse, international project teams.
Strategic site development and local integration
- Act as Uniper’s senior representative for site-related matters.
- Lead early-phase site development including feasibility studies, land use, zoning and environmental assessments.
- Drive planning and development of enabling infrastructure such as grid connections, pipelines, utilities, logistics and access, ensuring effective integration with project execution.
- Manage and coordinate local service providers including surveys, geotechnical and environmental investigations.
- Support and coordinate permitting activities for on-site and off-site infrastructure in close collaboration with legal and regulatory teams.
- Build and maintain long-term, trust-based relationships with local authorities, landowners, communities and other key stakeholders.
- Ensure effective integration between project execution and local site development to reduce risk and support successful delivery.
Location and project phases
In early project phases, the role offers flexibility in location combined with regular travel to the project site in northern Sweden. As the project progresses into later phases, the role will require an increased on-site presence to support project execution, coordination with contractors and local stakeholders, and the development of the project site.
The role is well suited for a leader who enjoys being close to the project environment and actively engaged in the realities of project execution.
Your profile
We are looking for a senior project leader who combines strong leadership capabilities with a pragmatic and hands-on approach to complex project environments. Comfortable operating in large and multidisciplinary projects, you are used to working in environments where structures evolve over time and where collaboration across organizations, partners and stakeholders is essential. You bring the ability to move between strategic discussions and practical problem solving and are motivated by the opportunity to shape and lead major projects from an early stage.
With a collaborative and pragmatic leadership style, you build trust and credibility both in executive forums and in close day-to-day collaboration with project teams, contractors and external partners. As an confident communicator and relationship builder, you are able to represent the project and the company in interactions with authorities, communities and senior stakeholders.
Your qualifications
- University degree in engineering or science (e.g. civil, mechanical, electrical or equivalent).
- Minimum 10 years of experience in senior project management roles within energy, chemical, process industry, oil & gas, power generation or large-scale infrastructure.
- Proven experience of leading large, complex, multi-stakeholder projects with full delivery responsibility.
- Experience from early-phase project development and/or greenfield projects is highly valued.
- Experience of working across different regulatory environments and in collaboration with authorities.
- Solid understanding of project governance, risk management and commercial interfaces.
- Experience of managing contractors, partners and external service providers.
- Business fluency in English and Swedish, both written and spoken.
- Willingness to travel regularly and increase on-site presence in northern Sweden as the project progresses.
